History Shortly after the founding of the U.S. Border Patrol in 1924, the area now encompassed by the Grand Forks Sector contained three separate Border Patrol Sectors. These three Border Patrol Sector Headquarters were established at Duluth, MN, International Falls, MN, and Portal, ND. There was much reorganization of these three Sectors until Grand Forks was finally designated as a Sector Headquarters in October of 1939. During this reorganization period, an additional sector headquarters was added, and then subsequently removed from Portal, ND. The Duluth Sector Headquarters was the first to be closed just prior to 1930, when its area of operation was transferred to the International Falls Sector. This left Duluth without a Border Patrol presence until June 6, 1976, when a Border Patrol Station was reopened under the present Grand Forks Sector. In May of 1926, Pembina, ND was designated as a Sector Headquarters, and for the next 13 years, the sector boundaries of Portal, Pembina and International Falls remained relatively constant. This all changed during the year 1939. Two drastic changes took place during that year. The first change in August of 1939 removed the sector designations from Portal and International Falls, and placed them both as outstations under the Pembina Sector Headquarters. The second and final major change took place in October of 1939 when the sector headquarters was transferred from Pembina to its present location in Grand Forks, ND. Chief Patrol Inspector W. R. Alford took the helm of the newly formed Grand Forks Border Patrol Sector, a position held by thirteen others during the history of the Sector. The newly assigned Chief Patrol Inspector was also provided a staff of one Assistant Chief Patrol Inspector. Once the Grand Forks Sector was established, it too went through many restructuring efforts at the station level. In 1944, 5 short years after its designation as a Sector Headquarters, there were a total of 17 separate Border Patrol Stations operating within the Grand Forks Sector boundaries. This number rose to 18 total stations for a 2-year period of time when a station was opened, and later closed, in Williston, ND from 1953 to 1955. An interesting side note is that as part of the war effort during World War II, many of the Patrol Inspectors of the Sector were assigned to guard German and Japanese foreign nationals detained at the Fort Lincoln internment camp located near Bismarck, ND. In subsequent years, the number of Border Patrol stations was gradually reduced to seven. This number held firm until June of 1976 when the Duluth, Minnesota Station was reopened, bringing the present number of stations in the Sector to eight.
