The Port Authority of NY & NJ Police Department. This Police Department is a Bi-State, State level; law enforcement and public safety agency. The parent of the Police Department is the Port Authority of New York and New Jersey. It was formerly known as The Port of New York Authority. Created in 1928 by the Congress of the United States, as part of a compact between New York and New Jersey. The Port Authorityâ??s initial function was to promote commerce within the â??Port Districtâ?? of NY and NJ. The â??Port Districtâ?? area is considered to be the entire radius encompassed by drawing a line from the Statue of Liberty out for 25 miles and circling in all directions. Congress and the New York and New Jersey Governments foresaw at that time to include law enforcement / policing capabilities. At present, the Port Authority Police Department has approximately 1700+ Sworn Officers to cover the Port Authority properties in this area. It is considered to be the 24th largest Police Department in the Nation. The PAPD actively patrolled the World Trade Center property since itâ??s inception, construction and operation. On September 11, 2001 this Department became memorialized as the only Police Department in the United States to lose the most officers ever in a single incident in our nation's history. The losses were to every rank for our Superintendent of Police down through the chain to probationary Officers. 37 Sworn Officers and one K-9 died during Rescue Operations. Most of these men and one woman were found, crushed or burned to death while they were actively rescuing citizens who were found with them. In some cases no traces of our officers have ever been found. There are also situations where all that have been recovered were melted guns and badges. NYPD lost 23 Officers on that terrible day. By far the worst loss of life to the First Responders was to the New York City Fire Department. Their losses totaled 343 Fire Fighters and Medics. Heroism of all types abounded for all responders no matter what Agency or civilian capacity they came from. Please remember all of these First responders in your prayers. The Port Authority Police patrol and are responsible for law enforcement and public safety at: Newark, Elizabeth, and Port Jersey, New Jersey waterfront-port areas Newark International Airport and Teterboro Airports in New Jersey Brooklyn Piers, Red Hook, and Howland Hook area of the NY waterfront Midtown Bus Terminal and the Uptown Bus Station in NYC. The World Trade Center Kennedy and LaGuardia International Airports in New York At all NY and NJ Airports listed PA Police also provide all crash, rescue, and firefighting (ARFF) along with their law enforcement duties. George Washington, Bayonne, and Outerbridge Vehicular Bridge Crossings Holland and Lincoln Vehicular Tunnels. The P.A.T.H. Commuter Railroad from NJ to NY this included an Emergency service and Heavy Rescue Unit. The Headquarters and Police Academy are located near the Holland Tunnel in Jersey City New Jersey. There are a number of PAPD Specialized Units: Police Academy and In-Service Training Command The members of the training command provide Recruit Training, bi-annual In-Service Training, Weapons Training, and most of the Departmental specialized training. Members of this Command as well as other members of the force are sent to many different universities, colleges and other Law enforcement / public safety educational institutions for higher learning. The Port Authority Police Training Command provides education in various disciplines that are provided to the Law Enforcement Community of the region. This allows many small departments the opportunity for further education that would normally not be available to them. Criminal Investigation Bureau The Criminal Investigation Bureau (CIB) provides the investigative arm for the Port Authority Police Department. These Detectives complete all departmental criminal inquiries, analysis, enforcement, and review. The CIB also provides internal scrutiny and inspection. PAPD Detectives and Investigators work closely with Local, State, and Federal agencies such as the New Jersey State Police, the New York City Police Department, United States Customs, Border Patrol, Drug Enforcement Administration and the Federal Bureau of Investigation. Members of this Bureau are presently assigned to the federal Joint Terrorism Task Force. Emergency Services Unit Since the establishment of the Port Authority Police in 1928 our Police Officers have been at the forefront of providing emergency services. The first forty officers who were assigned at Goethals Bridge were training to provide everyone with the most modern first aid measures of the time period. PA officers have been the operators of all kinds of emergency equipment over the years. As the Port Authority grew the Police grew with them taking over the responsibilities of vehicular crash rescue at the tunnels and bridges. Still today, our Officers respond to many calls at the three Staten Island NY Bridges with the most modern rescue equipment and specialized training. This was also the case at the George Washington Bridge and the two Vehicle Tunnels. Those functions have now been turned over to civilian professionals. At our PATH Commuter Railroad Command, Emergency Services Unit members provide all rescue responsibilities for the railroad. This includes being able to lift train cars during emergencies. At all the Airports Port Authority Police Officers man, the aircraft rescue and fire fighting equipment. At times PAPD manpower and equipment have been called to aid local communities when there is a need for special talents and equipment. The centralized Emergency Services Unit came into being in 1983. This new headquarters controlled unit is highly trained at every aspect of preparedness, command, control, operations, rescue and recovery. They are provided with the most modern equipment. This unit is requested by local communities to help with different types of disasters. Many members of the Unit are also members of the Metro Urban Search and Rescue Strike Team. Noteworthy training areas include: animal control, hazardous material response, on scene command structure, heavy weapon use, bridge and water rescue, urban search and rescue, fire fighting that includes structural, vehicular, and aircraft, as well as many other specific tactical operations. Listed below are some of the types of incidents handled by the Emergency Services Unit: â?¢ The terroristic attack and collapse of the World Trade Center on 09/11/2001 â?¢ The 1993 World Trade Center terrorist bombing â?¢ The rescue of an emotionally disturbed person from the top of a water tower â?¢ The rescue of emotionally disturbed persons from bridges â?¢ Aviation crashes on area jurisdictions not within the confines of Port Authority Airports â?¢ The rescue of homeowners trapped by rising floodwaters â?¢ A building ceiling collapse â?¢ Water rescues â?¢ Train accidents in outlying areas K-9 Unit The Port Authority Police Department formed its first K-9 unit with three patrol dogs and three police officer handlers in September 1985. The New York City Transit Authority Police trained the three teams. Upon graduation, two teams assigned to the PATH Railroad, and one was assigned to the Port Authority Mid Town Bus Terminal. These K-9 patrols began in December 1985. The unit grew to twelve to fifteen patrol dogs and handlers where it remained until specialty explosive detection dogs were added in the fall of 1996. Subsequently, specialized narcotics detection dogs were added. This unit now consists, of approximately 45 police officers, three sergeants, one inspector, and 48 dogs that patrol all Port Authority Commands and Facilities on a 24-hour basis. Motorcycle Unit The Port Authority Police Department operates a motorcycle unit that consists of a sergeant and 13 police officers. The unit is responsible for patrolling Port Authority tunnels and bridges, with the primary duties of traffic enforcement, truck checks, VIP movements and funeral details. Each member of the unit is assigned his own motorcycle. Before joining the unit, all those to be assigned to this unit must complete the Northwestern University / Harley Davidson Police Officer Training Program. The original motorcycle unit at tunnels and bridges was disbanded back in 1956 after of 25 years in existence. Firefighting and Crash Rescue - Aircraft Twice a year more than 600 PAPD officers and Supervisors receive basic cross training or In-Service Refresher training as aircraft rescue firefighters. These Members of the Force are assigned at the regional airports of Newark and Teterboro in New Jersey and Kennedy and LaGuardia in New York. Those assigned to aircraft rescue and firefighting undergo rigorous training twice a year to achieve and maintain Federal Aviation Administration certification. The Port Authority Police Department operates a state-of-the-art Aircraft Rescue and Firefighting / Fuel Spill Trainer Facility at John F. Kennedy International Airport. The facility, one of the largest of its kind in the nation, is used to train Officers and Supervisors at aircraft rescue and firefighting techniques. This equipment allows officers to train for emergencies in a controlled environment. This simulator system includes a 125-foot-diameter pit that uses propane a fire source. There is also 75-foot long aircraft fuselage mockup with a broken wing section. Using a computer allows many different firefighting scenarios can be created. Aviation Unit DISESTABLISHED As the result of a study in 2010 the PAPD decided to disband its aviation unit. This study found that an estimated $4 million departmental savings annually. Additionally, by selling the Unitâ??s two Sikorsky helicopters the Department could expect a windfall of approximately 7.5 million dollars. At the time the Unit was disbanded the Port Authority Police were the only airport PD in the Nation to use patrol helicopters.
